Since phoenix landed could a streaming live video feed be possible on a nasa probe?

Because of Mars' distance and the limited power available on Phoenix itself and the satellites around Mars which are relaying the transmissions, there is simply not enough bandwidth for streaming video. Getting a few dozen stills a day is about as much as we can expect gven the transmissions difficulties. Anyway, the purpose of Phoenix is not imaging, but the excavation and ysis of Martian soil and ice.
