I would like to make complain against freecall.com(mother company behind this company is http://www.betamax.c?

idownloaded this soft.w and paind them 30 euro but useless i never able to make any call from that soft.w.this company also involved in credit card fraud.i emailed them several times.and also called on given num but all in vain. i would like to launch a complain against them.but i dont know to whom i have to contact . can any 1 help me by identifing the authority.(this company exsist in germany. so i need address of german authority and europen authority )thanks
