How can someone get fast visa to Paris?

Ok,my friend is citizen of uzbekistan,and he works abroad.How can he fast in 1 month to get toursit visa to France?Should he go back to his hometown and went to Consulate?But I heard they ask lots of paper work and there is long ques for emabssy there in Tashkent?Is there any other way to get him his visa to Paris,if he has already hotel confirmation,and tickets?
